Yes, and it came to market in a "very" good year: 1963.

Since it's under 50cc, I wonder if you are required to have a driver's license here in the USA to drive it. lol...

In Georgia, no license or registration is required if it's under 50cc.  BUT, you aren't allowed on any roadways having a speed limit of more than 35 mph.
