What is the blue box located under the dash on the passenger side?

It's the chime unit. (aka, "blue dingey thingie")
Dings when you leave your keys in the switch with the door open, leave the headlights on with the engine off, or the parking brake on with the motor running.

Or more often, it's supposed to.   ;D  If you can't find one on a Fiero, some of the other GM's of the same era used them, even up into the early 90's.
