What is it? Never heard of an EFE valve, but maybe it goes by a different name.

Early Fuel Evaporation Valve according to Google.
On start-up, a vacuum motor acts to close a heat valve in the exhaust manifold which causes exhaust gases to enter the intake manifold heat riser passages.

So, not the EVRV.
No idea where this EFE valve is on the Fiero, unless it's the valve in the tank on the sender.

It was generally used on carburated engines.

Of course, I discovered the EFE valve in the FSM.

Come to think of it, there was something on the 4 cylinders that worked similarly. There was a shield around the exhaust pipe that had a hose that ran up to the intake snorkel or breather neck. I think it might have been called a Thermac. I still have part of an exhaust system with that shield on the pipe. It helped to keep the carb or throttle body from icing before the whole engine warmed up.
