Need Help With Club's Formula Fastback. Code Violation

Today I received notice from the Code Enforcement Officer that I have junk vehicles in my driveway and I have Ten days at most and 6 days, counting today, to comply with city ordinances. 

Is there anyone that can help replace a fuel pump or take the car out of my driveway until we can get a fuel pump installed?  I have tomorrow, Saturday and Monday thru Thursday of next week that I can help replace it.  I have a jack, stands and probably all the tools needed to do the job if it's done here.  I'm waiting on clarification of when my Ten days begin, whether it's on the 18th when the notice of violation was written, or today, the 22nd when I received it. 

Email, PM, post here or call me if you can help.  A good used 88 V6 fuel pump would be good, too.  Otherwise, we have to order one.  In case I do have to order one, any suggestions on what kind to get?

Could it be rolled and parked by the curb to have the appearance of being used?

Pushed around back or into your garage?

Have AAA tow it to a garage for a week?

No way I can get out there any time soon.

Last night I sent an email to the enforcement officer asking which was in violation and what did I need to do to comply.  He simply replied that it was the ones that weren't being moved. 

The only one not moved in the last week is the Formula.  I moved the 88 Coupe and the 86 this week when I edged the driveway.  Ray and I turned the Formula around last month, so it's been moved within the past 30 days. 

I have a set of kitchen cabinets in the garage, full of Fiero parts, 2 air compressors, a refrigerator, a big rolling firewood rack and two rolling tool boxes in my garage.  No room for a car.

The car starts and runs and with a bit of pumping on the clutch pedal, I can get enough release to get it into gear and make it move under it's own power.  I haven't made the effort to bleed the clutch system.  It has a bad wire or plug so there's a skip on one of the cylinders. 

I have decided to let him write a court citation.  He isn't aware that I was the one that wrote our current junk and abandoned vehicle ordinance.  I know what is allowed and what isn't.  Though he has right of entry, he's never walked down my driveway to inspect the cars.  My cameras show him stopping at the end of the driveway and taking pictures.  As long as a vehicle has all body parts, no flat tires, isn't wrecked, there's no violation.  There is no requirement that a vehicle be moved on any time frame. 

The code enforcement officer (CDO) is a full time city police officer and is drawing an extra paycheck from the city for part time enforcement.  I have been very critical of his performance for lack of enforcement and selective enforcement.  There are many visible violations of a wide variety, all over town.  Some might get a citation while a near neighbor is ignored.

Just 300 yards from me, on the other side of the block are 2 properties with a total of 3 junk vehicles.  One has a wrecked van.  The other has a junked truck and car.  All sitting in the grass with grass grown up around them,  The van has been there for a couple of months, the car and truck for close to a year.  On another street, about a mile away is a badly wrecked and dismantled Camaro, sitting out in the front yard.  I know it's been there for more than 7 years because I brought complaints when I was Councilman (2000-2008).

I have campaigned for the past two years to make code enforcement a full time position.  This year, I have succeeded in getting it into the budget.  The job description will move the position from the police department to the planning and zoning department.  Officer Hubbard will loose his extra income come October 1 when the new budget takes effect.  I believe this is just a vindictive action on his part. 

The car is safe.  I've already prepared my court defense with pictures and sound bites of the cars with engines running.  He doesn't have a foundation for the citation.
