At first, thought it was my old Formula (which was repainted after I sold/traded it) but mine was an automatic.

They probably painted it.  Using Plasti-Dip might be a way of protecting the intake tubes from deterioration.  It's a rubbery type of aerosol.  I think any kind of lacquer on it would do damage.
