E-Brake cable clamp

When I dropped the engine on my yellow car, I cut the clamp that joins the cabin e-brake cable to the wheel cable. Now that I have the engine back in, what can I do to fix this...

They are the same on any GM product, of that year.

Bought one, either online or at a parts store (can't remember which).

Out of curiosity, why cut, rather than just disconnect?
