Faucet in front?

My Fiero has a faucet sound in front, like someone turning a bathroom faucet on and off.  This occurs randomly while driving, whether thr HVAC is or or off.

The HVAC has been removed and replaced.  The heater core was removed and replaced.  The dash has been removed and replaced.

I'm running out of ideas.

Maybe that little mouse that runs in a wheel to make the car go needs to stop and get a drink once in a while.
But seriously, a sound like that could be caused by galling bearings in an electric motor. When your HVAC is off, is it fully off (black button pushed)? What generation are your headlight motors?
The more complex the mind, the greater the need for the simplicity of play.

The hamster may be somewhat wet, but the wheel is lubed.

My headlights are second gen.  Interesting thought.

The black button was pressed.

This is believed to have been a bad IAC that caused this.  I'm still not sure why the IAC would be opening or closing while driving at highway speeds.

Well, the current theory is that the issue is the mode actuator.  I'm going to try replaving this without pulling the dash or other major work.

Back to square 1.  The actuator by the gas pedal appears to work.

Dunno.  I will be going for a drive later.  I only drive it for about an hour, yesterday.  I reached my hand all up in there, and couldn't find any more insulation.
