steering wheel collar replacement

I have a steering wheel I was interested In getting.  I plan to have it recovered for the Indy.  The only issue is the collar that is on the steering wheel base is missing.  Is this a simple fix or easily replaceable?   Please see the below picture for clarification....
I want to do it with a replacement wheel so I don't have take the indy down while I ship the wheel to Canada to have the wrap made.  I have a chance to get a Great deal through a Canadian company.

That cover is pop-riveted onto the wheel.  I have a good core wheel with the cover on it.  It's yours if you want it.  It's gray, but since you're recovering it, that shouldn't matter.

A leather version?  Is the leather still on.  The guys in Canada need a pattern to produce the steering wheel cover from.  I would love to get yours!

The leather is still on it but the stuff inside is like peanut butter and the leather has more wrinkles than the prunes I have for breakfast every morning.  I think the leather is still suitable for a pattern.  It 's very pliable.  Do thy have the stuff to fill it with, too?

You know I don't know what they fill it with... When i look at the ones thay already offer the covers for, they talk of you having to take it somewhere to get the cover install, so I bet not...  But its worth an inquirey...

I think the guy on Pennocks that was doing them refills them and returns it with the cover sewn on.  Just let me know when and where we can meet.  Can't be this week, though.  RFTH
