Parking brake adjustment?

My manual transmission '87 GT's parking brake is not holding.  I found the e-brake adjustment article at Pennock's: http://www.fiero.nl/cgi-bin/main.cgi?EBrakeAdjust but it didn't make much sense.  My lever clicks, but nothing seems to happen; even if I'm holding down the brake pedal.

Can anyone provide clearer step-by-step instructions?
Maybe pictures?  Maybe exact locations (inside car at parking lever, under car by wheels) of the items needing tightened?

There are a couple of methods of tightening the parking brake.  Probably too involved to detail here.  The simplest method to do a minor adjustment is by adjusting the equalizer located on the cable near the rear cross member.  It's really best that you get yourself a Haynes Manual so you can have it near you while you perform the adjustment if you need to do it at the caliper.
